'Lucky' Liu Chang, General Fixer

Type: fixer 'Lucky' Liu Chang is Trevor Chang's uncle in the Red Dragon Triad. He's an ex enforcer who now is primarily interested in keeping the illegal operations of the Red Dragons well supplied, and serves as White Paper Fan of (415) of Suen Qiang's section of the Red Dragon Triad. He's a savvy businessman and an experienced negotiator, but he can both act as a general fixer as well as offer work on behalf of the Triads to keep the supply lines open and running smoothly. He acts as a General Fixer, INT 5, Negotiation 7.
