The Base Target Number is 4 + Magic Attribute - Force of the Spell Cast.
Example: 4 + Magic 6 - Fireball Force 6 yields a base TN of 4 to notice the mage casting the spell. Perception modifiers do apply to this roll as well (SR3, p. 231).
