This became to be known as the First Shiawase Ruling. November 8: The nuclerar power plan of Shiawase Corporation is going online, making Shiawase independent of the public network. December 14: After an attack of TerraFirst! on Shiawase's nuclear power plant, the American Nuclear Regulatory Commission sues Shiawase Corporation. The corporation claims that law limited their security forces in ways that made it impossible to react properly to the attack.
