Or hairstylists, and they are regulated for public health and safety. Or perhaps even automobile drivers, and they can get a licence very easily." "Yes, but your detractors would say that this is something those people -do-, which is regulated, while you are trying to regulate what people -are-. What do you say to that?" "Well, that's a very good question, Barbara.
